Weather conditions: temporary unemployment and eC3.2 card

Apply the ONEM procedure specific to construction and train new workers on eC3.2. Paper forms are no longer the standard procedure since January 1, 2025.

If a worker begins work and then interrupts it due to weather conditions, they are entitled to remuneration and cannot be placed on weather-related unemployment for that day. If work cannot begin upon arrival at the site, construction regulations permit unemployment for that day.

Report the first actual day to ONEM monthly on the same day or the next business day; the preceding business day is possible if unemployment is certain. Submit DRS scenario 2 when necessary and DRS scenario 5 after the month.

The worker completes eC3.2 starting on the first day of each month, even without unemployment, and indicates work before beginning it. They submit the card at month’s end if they experienced temporary unemployment. Temporary return to paper requires ONEM approval. From March 1, 2026, registration as a job seeker occurs after the first three months of temporary unemployment.
